JOB LOCATION:  Camp Hill, PA

 

ORGANIZATIONAL RELATIONSHIP:  The Center for Safe Schools Director reports directly to the Center for Schools and Communities (CSC) Director.

 

JOB DEFINITION:  The Center for Safe Schools Director has primary responsibility for the planning, development and implementation of statewide projects related to training and technical assistance for statewide school safety, youth violence prevention, bullying prevention, equity assistance, emergency response and crisis management, alternative education and other related projects. The Director will serve as the state point of contact for the Center for Safe Schools.  . Program responsibilities include collaboration and networking with key stakeholders, positioning the Center for Safe Schools as a thought leader in the field, oversight of an annual statewide conference, and resource development designed to meet the needs of schools and districts. Management tasks include developing and adhering to project timelines, establishing objectives and evaluating outcomes; fund development and sustainability planning, fiscal management; and the responsibility of monitoring daily operations and supervision of Center for Safe Schools (CSS) professional staff.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

Project Development and Planning:

  1. Oversee the design, development, implementation and evaluation of CSS projects including, but not limited to: grant administration, training, resources, meeting funder’s reporting requirements, creating technical assistance strategies and development of appropriate training opportunities and conferences for LEAs and other organizations.
  2. Develop and implement a Center for Safe Schools Strategic plan. with goals and outcomes to grow and sustain the work.
  3. Conduct ongoing research and provide a central clearinghouse for disseminating effective practices, data, and strategy information.
  4. Develop concept papers and programmatic content for grant application on related topics to propose new programming to current and potential funders.
  5. Create protocols to assist LEAs with equity issues, including development of technical assistance and training programs.

 

Project Management and Supervision:

  1. Develop and manage all project planning processes and deliverables for CSS projects including implementation of trainings, workshops and conferences, site visitations, technical assistance plans and regular correspondence to the programs.
  2. Develop and manage all project budgets in conjunction with the Statewide Grants, Operations and Fiscal Manager.
  3. Assure compliance with contracts and regulations.
  4. Develop and manage all aspects of the grant process for CSS where CSC serves as fiscal agent, including creation of Request for Application processes, monitoring and budget process, and grant review.
  5. Coordinate and monitor program development and implementation of technical assistance and training for assigned projects.
  6. Supervise and evaluate all professional staff assigned to the CSS and develop appropriate staff development plans for each assigned professional staff.
  7. Assist staff in recording and collecting program data.
  8. Assist staff with other and special projects.
  9. Conduct regular team meetings with assigned staff.
  10. Assure that the action plans are fully implemented annually for each initiative.

 

Inter-Project Coordination:

  1. Assist Director and team with in-house coordination efforts and inter-agency arrangements related to coordinating services.
  2. Assist in facilitating resources sharing and availability of services between and among other related at-risk youth programs.
  3. Represent on Director’s behalf in her absence upon request.
  4. Work collaboratively with other CSC managers to promote the maintenance and growth of the CSC as a whole.

 

Liaison:

  1. Develop and maintain contacts with appropriate Central Susquehanna Intermediate Unit staff, other service agencies and other related CSIU programs.
  2. Facilitate resource sharing and availability of services between and among other related youth-serving programs.
  3. Participate in key taskforce groups, committees and agency meetings focused on school safety issues.
  4. Develop and maintain external working relationships with funders, state and national agencies and organizations.
  5. Participate in presentations on initiatives at state and national level meetings.
  6. Represent the CSC, CSS and/or project funders at state and national meetings as requested.
  7. Participate in CSC staff and team meetings and in special meetings and/or task force meetings.
  8. Attend specified conferences to remain current in the field and develop or maintain professional relationships with current or prospective funders and program developers.
  9. Facilitate meetings, workgroups and other functions as needed.

 

Data Collection/Evaluation:

  1. Assist Director and other relevant staff in developing appropriate evaluation methods and data collection instruments to demonstrate effectiveness and assess customer satisfaction of trainings and other funded projects.
  2. Plan and conduct project and training assessments to understand effectiveness and plan for continuous quality improvement.
  3. Train staff and identified partners on use of instruments.
  4. Oversee data collection and processing.
  5. Prepare data collection and evaluation reports of compiled data.
  6. Develop distribution plan regarding the use and dissemination of data to funders and the field.

 

Information Processing:

  1. Develop and distribute regulation directives and other information pertinent to project operations.
  2. Provide timely project status reports to director and appropriate funders.
  3. Prepare and/or monitor the preparation of monthly, quarterly and annual programmatic and fiscal reports on project activities.
  4. Develop information for news releases, web pages, resource materials including manuals, publications, pamphlets and videos for use by statewide programs.
  5. Maintain regular contact with statewide programs through correspondence, telephone conversations and site visits.
  6. Conduct regular team meetings to facilitate communication and project implementation.
  7. Respond to media requests for interviews in collaboration with the Communications Director, and the CSC Director.

 

PROFESSIONAL DEVELOPMENT REQUIREMENTS:

  1. Attend relevant state and national conferences/workshops.
  2. Attend CSC Managers, staff and CSIU Supervisory Training.

 

OTHER MAJOR DUTIES AND RESPONSIBILITIES:

  1. Assist with special projects.
  2. Other duties as assigned.

  

EDUCATION, EXPERIENCE, KNOWLEDGE, SKILLS REQUIRED:

  • Minimum requirements are a Master’s Degree in Education or related field and a minimum of 10 years of related experience working with schools and/or other youth service organizations including 5 years of supervisory experience or equivalent combination of post-secondary education and related experience.
  • Extensive knowledge of equity issues, specifically in relation to school safety and youth violence prevention, training and experience in effective youth violence prevention, bullying prevention, and other school safety practices.
  • Experience with fiscal management, grant writing and grant management
  • Understanding of legislative process.
  • Experience with public education.
  • Knowledge of processes related to government funding and educational agencies.
  • Knowledge and experience with project management practices.
  • Knowledge and experience with public and private funders.
  • Knowledge of equity issues, specifically in relation to school safety and youth violence prevention, training and experience in effective youth violence prevention, bullying prevention, and other school safety practices.
  • Direct supervisory experience.
  • Excellent research skills, utilizing the internet as well as print and other sources.
  • Excellent critical and analytical thinking skills.
  • Understanding of program evaluation methodologies.
  • Understanding of adult theories of learning and organizational training, including experience in developing training.
  • Excellent verbal skills, including public speaking experience.
  • Excellent writing skills, including experience in writing for professional publications including resource and research articles, grants, web newsletters and correspondence.
  • Ability to prioritize, organize and manage multiple activities.
  • Excellent interpersonal and communication skills.
  • Ability to develop and maintain positive relationships with colleagues and clients both internal and external.
  • Experience with work involving children, adolescents and families.
  • Must maintain a high level of professionalism, integrity, trust, and confidentiality.
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint).

 

ADDITIONAL ELIGIBILITY QUALIFICATIONS:

Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (Revised Act 15 of 2015).

 

PHYSICAL REQUIREMENTS:

  • Ability to use keyboards, monitors and computers without assistance.
  • Ability to operate computer systems and general office equipment in sitting position for long periods of time.
  • Ability to use a telephone without assistance.
  • Ability to lift and carry materials up to 25 lbs.
  • Ability to travel to variety of work locations on a frequent basis.

 

TIME AND SITE REQUIREMENTS:

  • This is a full time exempt position following a 12-month per year and primarily located in Harrisburg, PA
  • .Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor.
  • Overnight travel for site visits, meetings and conferences.

It may not be used for personal profit or gain and will be relinquished to the CSIU upon termination of employment from the CSIU.

MANAGEMENT REQUIREMENT:

  1. As a supervisory/management staff member, this position is also responsible for representing the CSIU in public networking and partnership activities by maintaining knowledge about and promoting CSIU programs and services and by relaying information about potential grant or other funding sources to appropriate CSIU staff members.
