JOB ASSIGNMENT:  Day-to-Day Substitute

 

ORGANIZATIONAL RELATIONSHIP:   The Substitute Teacher reports to the program supervisor assigned to the CSIU education program when working in special education or alternative placement assignments or to the corrections education administrator/principal when working in corrections education assignments.  The substitute will receive daily assignments from the designated substitute placement staff member.

 

JOB DEFINITION:  The Substitute Teacher will be responsible for the social, emotional and academic growth of students receiving their services.  The substitute teacher will provide appropriate instruction in assigned classrooms on an as-needed basis.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

  1. Provide direct instruction to students as it pertains to their goals and objectives outlined on the Individualized Education Program (IEP). Participate as a member of the IEP (Individualized Education Program) team at the request of the program supervisor or designee.
  2. Maintain contact with the educational team and the program supervisor and communicate necessary information to the classroom teacher and the assigned program supervisor.
  3. Communicates with parents and other staff supporting students when requested by the program supervisor or designee.
  4. Follow CSIU and school district policy in regard to functioning in the performance of duties.
  5. Direct and inform the classroom aide(s) in aspects of service delivery.
  6. Maintain a current understanding of technology and assistive devices used in the classroom.
  7. Act as a liaison between the classroom and school district in monitoring student’s progress.
  8. Understands and practices confidentiality of student records and other educational information.
  9. Learns specific characteristics of each child in the classroom including behavior, medical and physical conditions.
  10. Portrays appropriate role model and guides students in learning appropriate social skills.
  11. Understands and practices safe physical management techniques under the direction of the teacher.
  12. Uses appropriate methods of communication and technology with students.
  13. Monitor the progress of students through observations, data collection and analysis under the direction of the program supervisor or their designee.
  14. Maintain a clean, safe and pleasant classroom environment.
  15. Collaborate with supporting agencies.

 

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:  Performs other related duties as assigned by education supervisor or designee.

 

EDUCATION AND CREDENTIALS REQUIRED:

 

PDE Certificated Educators:

  • Education: Minimum of a Bachelor’s degree as conferred on an official transcript. 
  • Credential Eligibility:  A valid PDE teacher certification. 
  • The educator may serve as a substitute for up to 180 days per school year if assignment is working in the educator’s certificate area.
  • The educator may serve as a substitute for maximum of 20 school days for an individual professional or temporary professional outside of their certificate area.
  • The 20-day limitation is not cumulative. An individual holding this permit may serve for multiple professional and temporary professional employees during a school year.
  • If service exceeds 20 days for an individual professional or temporary professional employee, a Type 04 long-term substitute permit is required by PDE.

 

Guest Teachers:

  • Education: Minimum of a Bachelor’s degree as conferred on an official transcript. 
  • Credential Eligibility: A valid Type 06 Day-To-Day Substitute emergency permit issued by the Pennsylvania Department of Education (PDE) for the current school year is required.  Renewal of the Type 06 permit is required annually and subject to PDE approval.
  • If service exceeds 20 days for an individual professional or temporary professional employee, a long-term substitute permit (Type 04) is required. The 20-day limitation is not cumulative. An individual holding this permit may serve for more than one professional or temporary professional employee during a school year.

 

Education Majors – Prospective Teacher Substitutes (Act 86 or 2016):

  • Education: Currently enrolled in a Pennsylvania-approved college / university teacher preparation program showing completion of minimum 60 semester hours or equivalent in an education program.
    • Reissuance provisions: Actively enrolled in a PDE-approved preparation program and provides proof of completion of an additional 15 credit hours from a PDE approved preparation provider
  • Credential Eligibility: Locally Issued Permit approved by the CSIU Chief School Administrator for current school year. A maximum of two (2) school years permitted.
    • May teach a maximum of 10 days for a single employee and a maximum of 20 days per school year.

 

KNOWLEDGE AND SKILLS REQUIRED:

  • The person holding this position will possess the ability to direct, control, plan and show judgment and communicate effectively to stimulate learning. 
  • The person holding this position will demonstrate effective interpersonal skills along with a general knowledge of education, special education and corrections education regulations and standards. 
  • The person holding this position will possess the ability to build and maintain a positive working relationship with staffs of multiple schools. 
  • Must have ability to communicate and work effectively with colleagues, co-workers, community agency personnel, and students/trainees. 
  • Requires the ability to develop and maintain positive and collaborative relationships using tact and diplomacy and to remain calm in unpredictable situations. 

 

ADDITIONAL ELIGIBILITY QUALIFICATIONS: 

  • Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).
  • Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.

 

PROFESSIONAL DEVELOPMENT REQUIREMENTS:

  1. Participates in workshops/seminars to increase knowledge in education, special education, corrections education or alternative placement when requested or required.
  2. Participates in training sessions on best use of IEP software.
  3. Participates in workshops/seminars to increase computer skills as assigned.
  4. Participates in other workshops/seminars as assigned.

 

 

PHYSICAL REQUIREMENTS: 

  • Sedentary: Able to sit for extended periods of time, occasional walking, standing (as necessary) and able to lift and carry up to 25 pounds.
  • Dexterity: Finger movements (computer keyboard, calculator), eye-hand coordination (office equipment, etc.).
  • Audio-Visual Requirements: Within normal range with or without correction.
  • Is able to move throughout all buildings, floors and grounds.
  • Worksite Environment: Primarily indoors-office setting with occasional exposure to outdoor elements/climate during the day.
  • Mental demands: Steady response to unpredictable situations, ability to remain calm and productive during stressful situations. Demonstrates independent judgment, discretion and is able to manage multiple projects and deadlines.

 

TIME AND SITE REQUIREMENTS: 

  1. This is a part-time non-exempt status, on-call position; working up to 7.5 hours per day.
  2. Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor.

 

CSIU PROPERTY AND CONFIDENTIALITY REQUIREMENTS: 

  1. All property, including intellectual property, materials, equipment or actual products and services developed or accrued as part of the job duties and responsibilities listed above, is the property of the CSIU. It may not be used for personal profit or gain and will be relinquished to the CSIU upon termination of employment from the CSIU.
  2. The person employed in this position shall maintain confidentiality with regard to the personal and private information about clients and coworkers, programs and services and any other proprietary information accrued as a result of CSIU employment or as required by state or federal laws and regulations.
