The CSIU is offering a self-paced online Guest Teacher Training Program.
To qualify for the training:
Education Majors – completion of 60 credits in a PA approved education program. If you are unsure if your education program is approved, please visit PDE PA Approved Educator Certificate Programs to make sure your university is on the list.
Guest Teachers – bachelors degree from an accredited university in any subject. If you are unsure if your university is accredited, please visit Database of Accredited Postsecondary Institutions and Programs to make sure your university is on the list.
This application is the second step in the process, if you have not completed the training, please visit: CSIU Self-Paced Online Guest Teacher & Education Major Substitute Teacher Training to register.
In addition to the training, and this application, the CSIU will gather the following items from you. Once you submit the application, you will receive an email from "csiu document approval" with links to complete this additional information:

- Official Transcripts - confirming bachelor’s degree from an accredited university, or completion of 60 credits in a PA approved education program– Please note: you must provide an official, sealed transcript from your college/university (E-transcripts are acceptable as long as they are directly sent to Julie Witmer at jwitmer@csiu.org).
- Act 24 - Arrest/Conviction form
- PA School Health Record: (Required to be completed by yourself and a healthcare provider, along with TB Test)
- PDE 338-G: Completed by you
- ACT 168 – Sexual Misconduct and Abuse Disclosure

In addition, we will need the following clearances from you. If you have current clearances, we can accept them up to 5 years old if we are able to verify online or view the original. Please visit https://www.csiu.org/Page/118 for further information.
- Act 114 – PDE FBI Fingerprint Clearance
- Act 151 – PA Child Abuse History clearance – Select the "employment" option not volunteer
- Act 34 – PA State Police Criminal Record clearance - Select the "employment" option not volunteer
- Act 126 - Mandated Reporter Training - Effective December of 2014 Pennsylvania Department of Education requires all staff working with children to be a certified reporter to report suspected child abuse. The following link will take you to the online training to complete this course. https://www.reportabusepa.pitt.edu. When starting the training select the Mandated Reporter instead of the permissive reporter. The course takes 3-4 hours to complete, and you can make a break during the session and continue at another time. Once the course is completed, please print the certificate.
Once the candidate completes the training, application, and have submitted the above items, candidates are then eligible to apply for a Type 06: Day-to-Day Substitute teacher emergency permit with the Pennsylvania Department of Education (PDE). The emergency permit allows Guest Teachers to work as substitute teachers in the participating school districts of the Central Susquehanna Regional Guest Teacher Consortium and also within CSIU educational programs.
