JOB LOCATION:  This position is primarily located at the Sunbury Children's Center, 600 Arch Street, Sunbury, PA but requires travel to conduct home visits throughout a specified coverage area within Northumberland County.  The anticipates start date is June 20, 2024.

 

ORGANIZATIONAL RELATIONSHIP: The Early Head Start Family Partner/Home Visitor reports directly to the Early Head Start (EHS) Child Development and Instructional Manager and in their absence to the Early Head Start Supervisor.

JOB DEFINITION: The Early Head Start Family Partner/Home Visitor’s main responsibility is to provide support services, parent involvement activities, and child development activities for families in their homes.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Conduct weekly 90-minute home visits to young children and their families.
  2. Carry out “curriculum” for child development in the context of the home and during group “socialization” experiences.
  3. Facilitate group “socialization” experiences and other family group activities.
  4. Provide education and support services to families.
  5. Conduct screening and ongoing assessment of young children’s development.
  6. Collaborate with families to establish family development goals, and document this collaborative process in family partnership agreements.
  7. Promote parental involvement in curriculum planning, program governance, and the overall Head Start program.
  8. Monitor and educate parents with respect to children’s health status, including medical follow-up, physical health, dental health, mental health, and nutritional intake
  9. Provide management, crisis intervention, and resource referral services.
  10. Act as liaison and advocate between community resources and Head Start families.
  11. Transport family when appropriate to and from community resources or other activities.
  12. Complete documentation of home visits, socialization experiences, and other relevant activities.
  13. Maintain confidentiality of family records and information.
  14. Participate fully in supervision and training experiences.
  15. Perform other duties as assigned.
  16. Promote a positive Early Head Start image in the community.
  17. Assist with child recruitment and enrollment, as needed.

 

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Performs other related duties as assigned by immediate supervisor or designee.
  2. Attend some evening events/activities as appropriate

 

EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:

  • Minimum requirements include either:
  1. A High School Diploma/equivalent General Education Diploma (GED) and a home-based Child Development Associate (CDA) with a minimum of two (2) years’ home visiting and two (2) years’ experience with infant/toddler/ preschool children; or
  2. an Associate’s degree in the areas of Early Childhood Education or Child Development; or
  3. an Associate’s degree in a related field with two (2) years’ experience with teaching infant/toddler/preschool children; or
  4. an Associate’s degree in a non-related field with a minimum of three (3) years’ experience with preschool children and home visiting experience may be considered.
  • Excellent communication and interpersonal skills.
  • Ability to accept great cultural diversity, flexibility to accommodate a changing caseload, ability to cope with stressful situations, and a professional attitude are required.
  • Must have an interest in and concern for children and families and some experience dealing with children and/or families.
  • Excellent organizational and time management skills to prioritize the task based on project deadlines. And must be able to type accurately and maintain a high level of productivity.
  • Requires the ability to develop and maintain positive and collaborative relationships using tact and diplomacy and to remain calm in unpredictable situations.
  • Adept at using virtual meeting platforms such as Skype, Zoom and Microsoft Teams. 

 

ADDITIONAL ELIGIBILITY QUALIFICATIONS: 

  • Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).
  • Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.

 

PROFESSIONAL DEVELOPMENT REQUIREMENTS:

  • Attend training seminars and in-service programs identified as important to the operation of the instructional program.
  • Continued training in First Aid is required.


PHYSICAL REQUIREMENTS:

  • Ability to assist children with self-help skills and tolerate considerable bending, stooping, and squatting.
  • Sedentary: Able to sit for extended periods of time, occasional walking, standing (as necessary) and able to lift and carry up to 45 pounds.
  • Dexterity: Finger movements (computer keyboard, calculator), eye-hand coordination (office equipment, etc.).
  • Audio-Visual Requirements: Within normal range with or without correction.
  • Is able to move throughout all buildings, floors and grounds including negotiating stairs and rough terrain at centers and homes.
  • Worksite Environment: Primarily indoors-office setting with occasional exposure to outdoor elements/climate during the day.
  • Mental demands: Steady response to unpredictable situations, ability to remain calm and productive during stressful situations. Demonstrates independent judgment, discretion and is able to manage multiple projects and deadlines.
  • Ability to travel to various work site locations and meetings as needed.
  • Maintain current physical on a biennial schedule.

 

TIME AND SITE REQUIREMENTS:

  • This a full time non-exempt position following a 7.5 hours per day, 260 days per year work schedule. May include several evening hours; five days per week.  
  • Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor
