JOB ASSIGNMENT: Recruitment Specialist will utilize their home as the home-base and travel frequently throughout Luzerne County and surrounding counties (PA6).
ORGANIZATIONAL RELATIONSHIP: The Recruitment Specialist reports directly to the Migrant Education Recruitment Coordinator or in their absence the Site Manager for Migrant Education.
JOB DEFINITION: The Recruitment Specialist is responsible for identifying and enrolling individuals and families that qualify for the Migrant Education Program (relevant training will be provided). This includes representing the Migrant Education Program to agribusinesses, school districts, and the community at large. This person will also be responsible for coordinating with other team members to ensure data accuracy and continuous service delivery.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Visit farms, agribusinesses, schools, and community agencies to establish relationships and enroll qualifying students.
- Refer students and/or families to relevant service agencies and act as an advocate for migrant families.
- Conduct family interviews and complete questionnaires to determine eligibility.
- Obtain school and employment verification and related documents.
- Complete the Certificate of Eligibility (COE) form on the tablet computer for eligible children and out-of-school youth.
- Collaborate with Data Specialist to ensure secure and accurate data submission and maintenance.
- Complete weekly/ monthly/ and annual reports on recruitment activities, student needs, and service delivery.
- Aid information sharing across team and community partners (school districts, agencies etc.) to facilitate holistic and timely service delivery.
- Translate/ interpret across team and contexts as needed.
- Use internal technologies and develop strategies to assist with the identification and enrollment of migrant families.
- Provide educational services, including in home lessons to out of school youth and some school aged children.
- Must be available to work outside of traditional office hours, as appropriate, in accordance with the needs of migrant students and families.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Perform other job-related duties as requested by the Site Manager for Migrant Education or designee.
EDUCATION, EXPERIENCE AND SKILLS REQUIRED:
- A High School Diploma/equivalent General Education Diploma (GED) is required. An Associate’s degree or higher
- Two (2) years of experience working in a position responsible for recruitment, outreach, marketing, sales, or working with Migrant Education in a similar role is preferred.
- The recruiter must bilingual/bi-literate in Spanish and English.
- Clear verbal and written communication is required.
- Ability to establish and maintain relationships with people from a variety of professional, religious, national and racial/ethnic backgrounds.
- Experience interviewing and/or administering questionnaires.
- Additional language ability is a preference for Spanish or Nepali.
- Basic tech capability (Outlook, Google Suite, etc.).
- Adept at using virtual meeting platforms such as Skype, Zoom and Microsoft Teams.
- Requires the ability to develop and maintain positive and collaborative relationships using tact and diplomacy and to remain calm in unpredictable situations.
- Must have ability to communicate and work effectively with colleagues, co-workers, community agency personnel, and students/trainees.
ADDITIONAL ELIGIBLITY REQUIREMENTS:
- Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry), and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).
- Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.
PROFESSIONAL DEVELOPMENT REQUIREMENTS:
- Attend all required (local and State-level) meetings, trainings, and workshops to maintain accurate and current knowledge and skill sets related to Migrant Education.
- Participate in self-selected conferences and trainings to maintain and enhance skills necessary to perform job duties.
- Attend relevant conferences, trainings, and in-services to maintain and enhance professional development as recommended by the immediate supervisor or designee.
PHYSICAL REQUIREMENTS:
- Sedentary: Able to sit for extended periods of time, occasional walking, standing (as necessary) and able to lift and carry up to 25 pounds.
- Dexterity: Finger movements (computer keyboard, calculator), eye-hand coordination (office equipment, etc.).
- Audio-Visual Requirements: Within normal range with or without correction.
- Is able to move throughout all buildings, floors and grounds.
- Worksite Environment: Primarily indoors-office setting with occasional exposure to outdoor elements/climate during the day.
- Mental demands: Steady response to unpredictable situations, ability to remain calm and productive during stressful situations. Demonstrates independent judgment, discretion and is able to manage multiple projects and deadlines.
- Ability to travel to various work site locations and meetings as needed. Applicant must have reliable transportation and will be reimbursed for travel expenses at the CSIU approved mileage rate.
TIME AND SITE REQUIREMENTS:
- This is a full-time non-exempt position following a 12-month, 260-day schedule consisting of 7.5 hours a day, 37.5 hour per week. Additional working hours must be pre-approved by immediate supervisor.
- Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor. Flexible schedule to accommodate evening and weekend recruitment activities (dependent on the schedules of migrant workers) is required. Attendance at occasional evening and overnight training workshops is required.
